Below is a list of available concessions, grants and rebates available for Victorian Electricity consumers.

Concession Name:Annual electricity concession
Amount:17.5 per cent of electricity usage and service costs
Eligible Card Types:
  • Veterans’ Affairs Gold Card
  • Healthcare Card (HCC)
  • Pensioner Concession Card (PCC)
Eligibility:
  • The concession is calculated after retailer discounts and solar credits have been deducted. The concession does not apply to the first $171.60 of the annual bill. This is calculated as a daily rate on each bill.
Concession Name:Excess electricity concession
Amount:17.5 per cent of electricity usage and service costs.
Eligible Card Types:
  • Veterans’ Affairs Gold Card
  • Healthcare Card (HCC)
  • Pensioner Concession Card (PCC)
Eligibility:
  • Domestic mains electricity usage and service costs above $3,000.00 for the annual period starting 1 December 2021. This amount is reviewed each year.
  • An application form needs to be filled out to be able to apply for this additional concession rebate.
Concession Name:Controlled Load (Discontinued as of 1 Dec 2023)
Amount:13 per cent of controlled load electricity costs.
Eligible Card Types:
  • Veterans’ Affairs Gold Card
  • Healthcare Card (HCC)
  • Pensioner Concession Card (PCC)
Eligibility:The Controlled Load Electricity Concession provides a discount on controlled load usage charges. The concession is applied on bills issued throughout the year and is only available to concession cardholders who are charged a controlled load tariff for separately metered electric hot water or slab heating.
Concession Name:Electricity transfer fee waiver (Discontinued as of 1 Dec 2023)
Amount:Move in connection fee waived
Eligible Card Types:

  • Healthcare Card (HCC)
  • Veterans’ Affairs Gold Card
Eligibility:Concession card holders that are moving into a new premises can have their power connected for free
Concession Name:Life support concession
Amount:The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.
Eligible Card Types:
  • Pensioner Concession Card (PCC)
  • Healthcare Card (HCC)
  • Veterans’ Affairs Gold Card
Eligibility:
  • Holds eligible concession card
  • Uses an approved machine type
  • Has a household member who uses an eligible life support machine
Concession Name:Medical cooling concession
Amount:17.5 per cent of electricity usage and service costs between 1 November and 30 April
Eligible Card Types:
  • Pensioner Concession Card (PCC)
  • Health Care Card (HCC)
  • Veterans’ Affairs Gold Card
  • Discount applies to mains domestic electricity usage and service costs between 1 November and 30 April
Eligibility:An electricity account holder who holds an eligible concession card (Pensioner Concession Card, Health Care Card, Veterans’ Affairs Gold Card) and:
  • Has a medical condition that affects their body’s ability to self-regulate temperature or
  • Has a household member with such a medical condition.
Concession Name:Non-Mains energy concession
What does this concession apply to?Non-mains sources of energy:
  • liquefied petroleum gas (LPG)
  • firewood for domestic heating
  • cooking or hot water
  • heating oil
  • electricity accessed via an embedded network
  • generator fuel.
Amount:The concession is paid annually based on the amount paid for each energy type in that year. The rebate amounts for the 2022 calendar year are:
  • $53 for spending from $100 to $310.99
  • $164 for spending from $311 to $934.99
  • $272 for spending from $935 to $1554.99
  • $388 for spending from $1555 to $2219.99
  • $497 for spending from $2220 to $2839.99
  • $604 for spending $2840 and above.

  • A separate rebate is paid for each energy type used

Eligibility:Special conditions apply for firewood and generator fuel concessions. See the application form for more details.
  • Application forms are available by phoning the Concessions information line on 1800 658 521 (toll free), and may also be available from LPG suppliers, local councils and caravan park proprietors.
  • Applications for each year close on 31 December of the following year.
  • Applications must include copies of paid invoices or receipts. Concession card holders who source non-mains energy for their heating, cooking and hot water can apply for a concession to help cover their yearly energy costs.

Concession Name:Service to property charge concession (Discontinued as of 1 Dec 2023)
Amount:
  • If the electricity use on a bill is lower than the service charge, the service charge is reduced to the cost of the electricity used.
  • The concession is based on your usage cost before any solar credits are deducted.
Eligible Card Types:
  • Pensioner Concession Card (PCC)
  • Health Care Card (HCC)
  • Veterans’ Affairs Gold Card
Eligibility:
  • This concession provides a discount on electricity service charge where a household has very low electricity usage. It is only applicable if your total electricity usage is LESS than your Service to Property charges.
  • The discount reduces the service charge to the cost of the total electricity usage for the billing period.

$250 Power Saving Bonus 

Victorians from low-income households can now access a one-off $250 payment to help with their energy bills, thanks to the Victorian Government’s new Power Saving Bonus.

To be eligible to claim the Power Saving Bonus, you must meet the following criteria:

  • You must be a Victorian residential energy consumer (that is, have a residential electricity account)
  • You must receive one of the following concession benefits:
    • Centrelink Pensioner Concession Card
    • JobSeeker, Youth Allowance, Austudy or Abstudy
    • Department of Veterans Affairs Pensioner Concession Card
    • Department of Veterans Affairs Gold Card.

Please note: Holders of Health Care Cards who are not recipients of Youth allowance, JobSeeker, Austudy or Abstudy are not eligible.

Utility relief grant scheme

The Utility Relief Grant Scheme and Non-Mains Utility Relief Grant Scheme are for eligible cardholders who are unable to pay their utility bills due to a temporary financial crisis.
